摘要：The formulation of a village poverty alleviation planning（VPAP）is a new approach we have adopted in our poverty alleviation efforts in the new century. Such a transformation helps us to better target towards the poor and encourages the poor to involve themselves more in the formulation of such a village poverty alleviation plan. By doing so we hope to better relate our poverty alleviation projects with the needs of the poor. This new approach has already produced profound impacts on our poverty alleviation efforts in China.
