《甘肃社会发展分析与预测（2022）》是“甘肃蓝皮书”系列成果之一，由甘肃省社会科学院组织相关科研人员研究撰写。本书坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻甘肃省委省政府有关会议精神。立足省情实际，全面回顾和总结了2021年甘肃社会建设取得的成就，分析和梳理了当前社会发展中存在的问题和挑战，并尝试提出对策建议，为进一步思考和把握甘肃社会发展实际与政策导向提供参考。

全书分为“总报告”“发展篇”“专题篇”“调查篇”四部分，由14篇报告组成。总报告指出，2021年甘肃经济社会发展迈入高质量发展新阶段，总体呈现稳中有进、趋势向好的态势。发展篇对甘肃社会保障发展形势、公共安全形势、新型城镇化总体形势，以及居民收入和消费形势展开了分析。专题篇侧重具体领域，对甘肃城市治理精细化、人口结构变化的社会影响、“健康甘肃”发展状况和新就业形态等议题进行了研究。调查篇聚焦社会热点问题，对科技创新资源配置效率优化、学前教育发展状况、社区工作者队伍建设、农村移风易俗和全面推进乡村振兴等展开了调查研究，并提出了相关对策建议。

本书认为，2021年甘肃经济社会稳步运行，城乡居民收入持续增长，城乡居民收入差距逐步缩小；消费模式逐渐升级，消费结构明显优化；民生事业不断进步，社会保障体系进一步健全；持续巩固脱贫攻坚成果，全面推进乡村振兴；教育改革稳步推进，教育公平进一步发展；新冠肺炎疫情防控取得重要成果，防疫抗疫树立典型示范。

2022年甘肃要努力推动经济社会高质量发展，持续构建新发展格局；着力提升居民收入水平，提升就业质量；努力改善民生福祉，完善社会保障体系建设；积极调整人口政策，推动人口长期均衡发展；推进基层社会治理创新，全面实施乡村振兴战略；加强常态化疫情防控和公共卫生服务体系建设，筑牢公共安全屏障；进而为加速建设幸福美好新甘肃，不断开创富民兴陇新局面做出新的贡献。

Analysis and Forecast on Social Development of Gansu（2022） is one of the achievements of Blue Book of Gansu series，which was organized and written by the sociological researchers of Gansu Provincial Academy of Social Sciences. This book takes the important instructions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era，implement the spirit of relevant meetings of the Gansu Provincial Party committee and provincial government. It summarizes and reviews the achievements of Gansu social construction in the past year. And it also analyses and sorts out the problems and challenges existing in Gansu current social development. These researchers try to provide countermeasures and suggestions for further thinking and grasping the actual and policy orientation of social development in Gansu.

The book is composed of 14 reports. It is divided into four parts：“General Report”，“Social Development Reports”，“Special Topics” and “Investigation Reports”. “General Report” points out that in 2021，the social development of Gansu generally showed a trend of stability and progress. “Social Development Reports” focuses on the overall situation of social security，the public security situation，the urban development situation，the resident income and consumption of Gansu. “Special Topics” focuses on specific areas，including the research on urban social governance，social impact of population structure change，status of development of Health Gansu，development of new employment patterns of Gansu. “Investigation Reports” reports on the allocation of scientific and technological resources，development of preprimary education，community worker team building，customs changing in rural areas and rural revitalization of Gansu.

The book holds that view，Gansu’s economy is running steadily in 2021，new kinetic energy continues to grow，residents’ incomes continue to grow，and consumption contribution increases significantly，the social security system has been further improved，comprehensively promote rural revitalization，further development of education equity，the remarkable achievements have been made in epidemic prevention and control.

The book suggests that，Gansu should strive to cope with the downward pressure of the economy to promote high-quality development，improve the income level of residents and the quality of employment，improve people’s livelihood and well-being，and improve the construction of the social security system，actively adjust population policies to promote long-term and balanced population development，promote grassroots social governance innovations and fully implement rural revitalization strategies，strengthen normalized epidemic prevention and public health service system construction in 2022. Through these can further build a well-off society，accelerate the construction of a prosperous and beautiful new Gansu！

甘肃省社会科学院党委委员、纪委书记。历任甘肃省医药管理局医药总公司经贸处副处长、行业管理处副处长、市场营销处副处长，甘肃岷县副县长，甘肃省医药行业管理办公室规划发展处处长，甘肃省精神文明建设指导委员会办公室秘书处处长、协调处处长、副主任。先后主持完成中央文明办和甘肃省文明委关于农村精神文明建设工作调研、志愿服务工作调研、甘肃省治理高价彩礼专项调研等多项重点课题，相关建议被中央文明办和省文明委采用。在《甘肃日报》发表多篇评论员文章、甘肃省精神文明建设工作实践和典型宣传文章，推出了一批在全国有影响的先进典型。

包晓霞

甘肃省社会科学院研究员。主要研究领域：社会学理论与方法、人口问题、社会评估、公共政策。主要研究成果：独著及合著《社会制度建构》《边缘化与边际性乡村社会》《甘肃人口发展战略研究》等；发表论文《现代西方社会心理学中关于自我研究的基本理论概述》《中国计划生育协会组织发展的若干理论与实践问题探析》《贫困研究综述》等。担任《甘肃社会发展分析与预测》（2009～2022）主编、首席专家。

冯乐安

甘肃省社会科学院公共政策研究所副所长，副研究员。主要研究方向为人口社会学、城市社会学。主要研究成果：《典型民族地区流动人口状况及特征比较——基于内蒙古自治区的研究》《80后受教育水平与青年人力资本地区差异》等；在《中国青年研究》《甘肃社会科学》《南方人口》等刊物发表论文数篇，先后主持国家社会科学基金项目、甘肃省社会科学规划项目。
