中国石油安全保障体系的建立和完善

摘要：在石油金融化的背景下，石油安全本质上已经从“生产—供应”型的“供给安全”模式转变成“贸易—金融”型的“价格安全”。为保证石油安全，必须统筹协调相关机构和石油石化企业，统筹有关利益主体，加快建立和完善石油安全保障体系。当前及未来很长一段时期，基于石油安全的复杂性与战略性，我们已不能单从资源、进口、储备、替代等某一个侧面孤立地来讨论石油安全，必须将石油安全置于国家战略层面考虑，把保障石油安全纳入国家长期战略规划，以全球化、市场化和系统化思维来谋划石油安全的保障。石油安全保障体系是一个庞大的战略体系，应确立以“一个核心、四大支柱、五项配套”为主要内容的石油安全保障体系，从根本上形成一个强有力的石油安全保护网。所谓“一个核心”是指以石油金融战略体系为核心，其基本运作平台是一个统一、开放、竞争、有序、规范、高效的多层次石油交易市场，在此基础上，所谓“四大支柱”是指以四大金融服务作为坚强的支柱：石油外汇、石油银行、石油基金、石油衍生工具，五位一体构成石油金融战略体系的核心要素。围绕这一核心，石油安全保障的获得还必须要有其他战略体系的配套与支持，这就是所谓的“五项配套”，主要包括改革和完善国家石油管理体制、石油战略储备体系、石油国内供给体系、石油替代战略体系以及石油国际合作体系。
