Rebuilding Rural Migrants’Communities

摘要：近年来农民工问题已经成为中国公众和政府最为关注的一个问题。2000年以来，国家政策开始从消极控制、管理农民工的流动转变为积极为他们提供保护与服务（白南生等，2002；黄平、Frank Pieke，2003）。2002年，中共中央、国务院在2号文件《关于做好2002年农业和农村工作的意见》中提出对进城农民工总的政策指导的“十六字”方针：“公平对待，合理引导，完善管理，搞好服务”。但是，在这个总方针的指导下，对于如何保护和服务处于弱势地位的农民工，在研究界与政策界出现了诸多不同的观点。然而，在实践层面上，中央和地方政府仍然需要可行且具有可操作性的政策建议。本文将批判性地回顾现有的政策与有关的讨论，并在现有项目的基础上，提出将“农民工社区重建”作为一个新的项目策略。
