摘要：中国政府关于“公平对待，一视同仁；强化服务，完善管理；统筹规划，合理引导；因地制宜，分类指导；立足当前，着眼长远”的基本原则，对于当前和今后一个时期内的工作，都具有重要的指导作用。中国的社会变迁，在过去近30年里走过了前所未有的道路：在一个13亿人的社会里，连续保持了高速度的经济增长，并同时使3亿以上的人摆脱了绝对贫困；在这个过程中，2亿以上的人实现了非农化，且没有出现大面积的城市贫民窟，也没有大规模地向外移民；相反，大量来自农村的进城寻求非农就业活动的农村劳动者，不仅提高了自身的能力、开拓了自己的眼界，也为城市的发展与繁荣做出了非同寻常的贡献，并为农村的发展提供了巨额的资金、大量的实用技术和相关信息；这支新型的劳动者队伍，严格地说，是中国产业工人的一部分，是中国全面建设小康社会并构建社会主义和谐社会的有生力量。
